This tv has the Netflix and YouTube apps.  You still have to get a subscription to access the programming content.

Yes, both apps are pre-installed. It allows for multiple users on the same Netflix account, just as if you were signing in on a computer.  The YouTube App is adequate for most.. It is a simplified version of the App.  Even though this IS NOT a Chromecast TV, one interesting feature is that once you Link your phone to your TV (under settings on your YouTube account) whenever you play a video on your phone, hit the cast button (top right hand corner) and the TV will be listed as a device to cast to.  Your phone and TV must be on the same network, wired or wireless. This is not necessarily a new feature, as you can do the same with your phone and computer, but it was nice to see the feature there on a non-cast television.

I just bought my 39' element smart tv ,turned it off and later it wouldn't turn back on the blue led light is on but no picture what do I need to do?

NO, I'ts is not a smart tv, this is a "7 APP tv", you cannot connect to google nor other APP, cannot download anything at all
