From the introduction: "The ground rules of this new edition remain the same as for the parent volume of 1945-51. I have tried to list all "English" books printed between 1641 and 1700 inclusive which exist today. By "English" is meant all works printed in England, Scotland, Ireland, Wales, and British America, as well as all works printed anywhere else in English. Works by English authors printed in other languages outside these limits are not included.The only other exclusion is periodical literature.In general only one copy is located in any one city; duplicate copies in any one library are not recorded. My practice has been to locate every common book in ten libraries - five in Great Britain, five in the United States. .In the British locations I have attempted to list one copy in Scotland and one in Ireland as well as in London, Oxford, and Cambridge.
