Its design was conceived by Hiroshi Fujiwara, the lead designer at Fragment.

This low-top sneaker features a 12 oz canvas upper in Insignia Blue, highlighted with similar colored laces, metallic eyelets, white stitching, raised black foxing, a reinforced rubber toe cap, and a tonal heel strip detailed with the Italian brand’s Bell logo and the Japanese brand’s Lightning bolt insignia. The upper for the Blue Moncler Fragment Converse Chuck Taylor All Star 70 Hi rides on an off-white rubber midsole with black "Moncler/Fragment" lettering printed across the lateral sidewall and pinstripe detailing. Completing the design is rubber outsole, solidified for underfoot traction.
